I am a graduate form Samra Univ.1993. I am living in Brazil and had my California license lapsed. Can I practice auricular acupuncture without a license while I prepare to take the state exam again?
Generally speaking no. While many states have different sets of laws and certifications for fully trained acupuncturists and auricular/detox specialists - few (if any) allow you to needle anyone, anywhere without a license.
If you are interested in re-establishing your license in California you'll want consult the California Acupuncture Board website.
