Pi Gu is a fasting program which comes from traditional Taoist practices. Generally speaking no. While many states have different sets of laws and certifications for fully trained acupuncturists and auricular/detox specialists - few (if any) allow you to needle anyone, anywhere without a license.
If you are interested in re-establishing your license in California you'll want consult the California Acupuncture Board website.
