lower body , hand edema , pale tongue .lumps on lower jiao of tongue

Hello. I am wondering if someone could help. Patient has swellings, or nodules in kidney position of tongue, phlegm strands, pale tongue, thick, edema of legs, arms and hands. I don't understand how to diagnose the swellings. First time I ever saw this. Any help would be appreciated.
